Ujjain: Recovery of Outstanding Payment of e-Challans (ITMS)

Introduction:

Ujjain Smart City Limited setup as an SPV under the Smart Cities Mission, Government of India. As a part of implementing the Smart City Proposal, Integrated Traffic Management System (ITMS) project has been undertaken. • Committee for the implementation of ITMS project formed in 2017, with members from the Police Department, Ujjain Municipal Corporation, NIC, and Ujjain Smart City Limited. Over multiple meetings, the scope of works and locations were decided.

The Scope of Work covered multiple initiatives, including:
• Traffic Control System (TCS)
• Surveillance Cameras
• Automatic Number Plate Recognition (ANPR) System
• Red Light Violation Detection (RLVD) System
• Speed Violation Detection System
• Traffic Violation Cameras
• Variable Message Signboards
• Public Address (PA)
• Emergency Call Box (ECB) System
• Integrating live data streams with Police Command Centre and Integrated Command and Control Centre

The project was go-live in May 2021, however the e-challan generation was started from October 2020 onwards.
After a few months, it was observed that there is huge outstanding e-challan amount which is not paid by the violators. The data around the violators was studied and below insights were uncovered:
– Several violators didn’t pay the e-Challans
– A large number of violators had multiple e-Challans (20 plus)
– There were some Violators who were flouting the same traffic rules multiple times
– Some Violators were using fake number plates (Multiple Vehicles having same number plate)
– Some Violators were using non-standards number plates
– Phone number/address stored for some violators was wrong
– Fitness expired vehicles were also found to be running on the road

Actions taken:
– We shared the vehicle details with the concerned authorities (RTO, Traffic Police, and Police) regarding the fake and non-standard number plates, fitness expired vehicles, as well as wrong contact details.
– From September 2021 onwards we started calling individual violators for guidance and dues collection of e-challans.
– We started to publish the list of frequent violators on social media, print media, and VMS.
– We also started a helpdesk for guidance and solutions for traffic e-challans and other concerns.

Outcomes:

By continuously analyzing the relevant data and taking the above actions, there has been an increase in outstanding payment clearing of e-challans. Thus it can be seen how the use of data helped Ujjain to uncover the reasons behind non-payment of challans , and eventually helped the city increase its revenue.
