‘Panchayat’ being a State subject, providing infrastructure facilities including computerization of the Panchayats is primarily the responsibility of the States. Rashtriya Gram Swaraj Abhiyan (RGSA) is one of the various programmes are being implemented for providing adequate infrastructure facilities by the Government of India. The top 10 States/UTs with respect to funds approved under RGSA for 2019-20 were Uttar Pradesh, Madhya Pradesh, Telangana, Tamil Nadu, Andhra Pradesh, Maharashtra, Bihar, West Bengal, Punjab and Rajasthan.
Funds of Rs. 416.92 crore approved for Uttar Pradesh under RGSA for 2019-20, up by 67.28% against Rs. 249.24 crore for 2018-19. The annual growth in allocation of funds for Uttar Pradesh was 98.06% under RGSA for 2018-19 above 2017-18. Under RGSA, we have seen annual growth of 5.74% in allocation of funds for Madhya Pradesh from Rs. 215.29 crore for 2018-19 to Rs. 227.65 crore for 2019-20. The annual growth in allocation of funds for Madhya Pradesh was 135.93% under RGSA for 2018-19 above 2017-18. Financial allocation of Rs. 175.18 crore made for Telangana under RGSA for 2019-20, up by 162.44% versus Rs. 66.75 crore for 2018-19. The annual growth in allocation of funds for Telangana was 7.77% under RGSA for 2018-19 above 2017-18.
Allocation of funds for Tamil Nadu was Rs. 158.65 crore and for Andhra Pradesh was Rs. 154.72 crore under RGSA for 2019-20. Annual growth of 65.26% and 20.37% has been observed in allocation of funds for Tamil Nadu and Andhra Pradesh respectively under RGSA for 2019-20 above 2018-19.
There was allocation of Rs. 142.89, 126.3, 94.18, 91.12 and 74.97 crore for Maharashtra, Bihar, West Bengal, Punjab and Rajasthan respectively under RGSA for 2019-20.
