The Ministry of Road Transport and Highways allocates funds to the States/Union Territories (UTs) for development and maintenance of State Roads (Non Rural Roads) including State Highways under the Central Road Fund (CRF) scheme. Apart from this, the Ministry also allocates funds for development of State Roads of Economic Importance and Inter-State Connectivity (EI & ISC) as per the CRF Act, 2000 amended by the Finance Act from time to time.
The top 10 States/UTs in terms of release of fund under Central Road Fund (CRF) Scheme during 2017-18 were Uttar Pradesh, Maharashtra, Madhya Pradesh, Rajasthan, Karnataka, Jammu & Kashmir, Andhra Pradesh, Tamil Nadu, Telangana and Odisha. The release of fund under Central Road Fund (CRF) scheme for Uttar Pradesh was Rs. 890.24 crore during 2017-18. It has increased by 305.19% during 2017-18 versus 2016-17. Release of fund was Rs. 795.28 crore for Maharashtra under CRF scheme during 2017-18. It accounted 12.49% of the total release of fund under CRF during 2017-18. Annual growth of 12.04% has been seen in release of fund for Maharashtra under CRF scheme to Rs. 795.28 crore during 2017-18 versus Rs. 709.79 crore during 2016-17.
The release of fund under CRF scheme for Madhya Pradesh was Rs. 744.97 crore during 2017-18. It accounted 11.70% of the total release of fund under CRF during 2017-18. We have found annual growth of 478.39% in release of fund for Madhya Pradesh under CRF scheme from Rs. 128.8 crore during 2016-17 to Rs. 744.97 crore during 2017-18. Release of Fund was Rs. 589.58 crore for Rajasthan under CRF scheme during 2017-18. It accounted 9.26% of the total release of fund under CRF during 2017-18. Annual de-growth of -27.73% has been seen in release of fund for Rajasthan under CRF scheme to Rs. 589.58 crore during 2017-18 versus Rs. 815.83 crore during 2016-17. Release of Fund was Rs. 430 crore for Karnataka under CRF scheme during 2017-18, which accounted 6.75% of the total release of fund under CRF during 2017-18.
Release of fund was Rs. 332.57 crore for Jammu & Kashmir, Rs. 331.48 crore for Andhra Pradesh, Rs. 303.59 crore for Tamil Nadu, Rs. 249.13 crore for Telangana and Rs. 230.54 crore for Odisha under CRF scheme during 2015-16, which accounted 5.22%, 5.21%, 4.77%, 3.91% and 3.62% of the total release of fund under CRF scheme during 2017-18
