A Centrally Sponsored Scheme ‘Support to State Extension Programs for Extension Reforms (ATMA)’ is under implementation in the country, since 2005. Presently, it is implemented in 676 districts of 29 states and 3 UTs. The scheme promotes decentralized farmer-driven and farmer-accountable extension system. Grants-in-Aid is released to the State Governments with an objective to support State Government’s efforts to revitalize the extension system and making available the latest agricultural technologies to farmers in different thematic areas of agriculture and allied sectors to increase agricultural production.
The total Grants-in-aid released was Rs. 59034.86 lakh under Extension Reforms (ATMA) Scheme during 2017-18. We have observed an annual growth of 43.45% in total Grants-in-aid released under Extension Reforms (ATMA) Scheme to Rs. 59034.86 lakh during 2017-18 versus Rs. 41154.3 lakh during 2016-17. The top 5 States/UTs in terms of Grants-in-aid released under Extension Reforms (ATMA) Scheme during 2017-18 were Uttar Pradesh, Maharashtra, West Bengal, Tamil Nadu and Bihar.
The Grants-in-aid released for Uttar Pradesh was Rs. 6383.85 lakh under Extension Reforms (ATMA) during 2017-18. It accounted 10.81% of the total Grants-in-aid released under Extension Reforms (ATMA) during 2017-18. An annual growth of 39.16% has been seen in Grants-in-aid released for Uttar Pradesh from Rs. 4587.31 lakh during 2016-17 to Rs. 6383 lakh during 2017-18. The Grants-in-aid released for Maharashtra was Rs. 4525.07 lakh during 2017-18. It accounted 7.67% of the total Grants-in-aid released during 2017-18. An annual growth of 63.59% has been seen in Grants-in-aid released for Maharashtra from Rs. 2766.15 lakh during 2016-17 to Rs. 4525.07 lakh during 2017-18.
The Grants-in-aid released for West Bengal was Rs. 4244.92 lakh during 2017-18, which accounted 7.19% of the total Grants-in-aid released during this period. The Grants-in-aid released for Tamil Nadu was Rs. 3982.17 lakh during 2017-18, which accounted 6.75% of the total Grants-in-aid released during this period. The Grants-in-aid released for Bihar was Rs. 3801.55 lakh during 2017-18, which accounted 6.44% of the total Grants-in-aid released during this period. Annual growth of 56.95%, 88.83% and 30.02% has been found in Grants-in-aid released for West Bengal, Tamil Nadu and Bihar respectively under Extension Reforms (ATMA) during 2017-18 over 2016-17.
