The Ministry of Rural Development in consultation and agreement with the Ministry of Water Resources, River Development & Ganga Rejuvenation and the Ministry of Agriculture & Farmers’ Welfare has developed an actionable framework for Natural Resources Management (NRM), titled “Mission Water Conservation”. The Framework strives to ensure synergies in Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), Integrated Watershed Management Programme (IWMP) and Command Area Development & Water Management (CAD&WM), given their common objectives. Types of common works undertaken under these programmes/schemes are water conservation and management, water harvesting, soil and moisture conservation, groundwater recharge, flood protection, land development, Command Area Development & Watershed Management.
We have seen annual growth of 517% in total expenditure incurred for water conservation & water harvesting works under NRM in India to Rs. 290851.1 lakhs during 2017-18 versus Rs. 47141.7 lakhs during 2016-17. Total expenditure incurred for water conservation & water harvesting works under NRM was Rs. 531770.16 lakhs during 2015-16. The top 5 States/UTs in terms of expenditure incurred for water conservation & water harvesting works under NRM during 2017-18 were Tamil Nadu, Kerala, Andhra Pradesh, Uttar Pradesh and Madhya Pradesh.
The amount of expenditure incurred for water conservation & water harvesting works under NRM was Rs. 43485.6 lakhs in Tamil Nadu during 2017-18, which accounted 14.95% of the total expenditure incurred for the same. Annual growth of 627% has been observed in expenditure incurred for the same in Tamil Nadu during 2017-18 from Rs. 5981.49 lakhs during 2016-17. There was an expenditure of Rs. 26413.69 lakhs in Kerala for water conservation & water harvesting works under NRM during 2017-18. It accounted 9.08% of the total expenditure incurred for water conservation & water harvesting works under NRM during 2017-18. We have seen annual growth of 42216% in expenditure incurred for the same in Kerala during 2017-18 from Rs. 62.42 lakhs during 2016-17. The expenditure incurred for water conservation & water harvesting works under NRM was Rs. 24835.59 lakhs in Andhra Pradesh during 2017-18, which accounted 8.54% of the total expenditure incurred for the same. Annual growth of 116% has been observed in expenditure incurred for the same in Andhra Pradesh during 2017-18 from Rs. 11498.13 lakhs during 2016-17.
There was expenditure of Rs. 24778.85 lakhs and Rs. 23039.25 lakhs in Uttar Pradesh and Madhya Pradesh respectively for water conservation & water harvesting works under NRM during 2017-18. Uttar Pradesh accounted for 8.52% and Madhya Pradesh accounted for 7.92% of the total expenditure incurred for water conservation & water harvesting works under NRM during 2017-18.
