Central Assistance Provided under Rashtriya Madhyamik Shiksha Abhiyan in 2014-15 and 2015-16

The Rashtriya Madhyamik Shiksha Abhiyan (RMSA) scheme was launched in March, 2009 with the objective to enhance access to secondary education and to improve its quality. The implementation of the scheme started from 2009-10. It is envisaged to achieve an enrolment rate of 75% from 52.26% in 2005-06 at secondary stage of implementation of the scheme by providing a secondary school within a reasonable distance of any habitation. The other objectives include improving quality of education imparted at secondary level through making all secondary schools conform to prescribed norms, removing gender, socio-economic and disability barriers, providing universal access to secondary level education by 2017, i.e., by the end of 12th Five Year Plan and achieving universal retention by 2020.

The central assistance provided under RMSA in India as a whole was Rs. 354582.02 lakhs in 2015-16. There was an increase of Rs. 15631.75 lakhs in the central assistance provided under RMSA as compared to the year 2014-15. In percentage terms, the annual increase was 4.61% in 2015-16. There were 8 states having central assistance provided under RMSA of more than Rs. 20000 lakhs viz. Rajasthan, Tamil Nadu, Madhya Pradesh, Andhra Pradesh, Chhattisgarh, Karnataka, Maharashtra and Telangana in 2015-16.

The central assistance provided under RMSA in Rajasthan was Rs. 37129.87 lakhs in 2015-16. It had shown an increase of Rs. 2708.62 lakhs in the central assistance provided under RMSA as compared to the year 2014-15. In percentage terms, the annual increase was 7.87% in 2015-16. The central assistance provided under RMSA in Tamil Nadu was Rs. 31471.84 lakhs in 2015-16. It had shown a decrease of Rs. -1892.67 lakhs in the central assistance provided under RMSA as compared to the year 2014-15. In percentage terms, the annual decrease was -5.67% in 2015-16.

The central assistance provided under RMSA in Madhya Pradesh was Rs. 28340.93 lakhs in 2015-16. It had shown an increase of Rs. 7330.16 lakhs in the central assistance provided under RMSA as compared to the year 2014-15. In percentage terms, the annual increase was 34.89% in 2015-16. The central assistance provided under RMSA in Andhra Pradesh was Rs. 27182.77 lakhs in 2015-16. It had shown an increase of Rs. 18511.77 lakhs in the central assistance provided under RMSA as compared to the year 2014-15. In percentage terms, the annual increase was 213.49% in 2015-16.

The central assistance provided under RMSA in Chhattisgarh was Rs. 22917.78 lakhs in 2015-16. It had shown an increase of Rs. 3899.12 lakhs in the central assistance provided under RMSA as compared to the year 2014-15. In percentage terms, the annual increase was 20.5% in 2015-16. The central assistance provided under RMSA in Karnataka was Rs. 20968.84 lakhs in 2015-16. It had shown a decrease of Rs. -9382.43 lakhs in the central assistance provided under RMSA as compared to the year 2014-15. In percentage terms, the annual decrease was -30.91% in 2015-16.

The central assistance provided under RMSA in Maharashtra was Rs. 20180.33 lakhs in 2015-16. It had shown a decrease of Rs. -3271.52 lakhs in the central assistance provided under RMSA as compared to the year 2014-15. In percentage terms, the annual decrease was -13.95% in 2015-16. The central assistance provided under RMSA in Telangana was Rs. 20008.1 lakhs in 2015-16. It had shown an increase of Rs. 11719.03 lakhs in the central assistance provided under RMSA as compared to the year 2014-15. In percentage terms, the annual increase was 141.38% in 2015-16.
