Salary Expenditure as percentage of Plan Expenditure from 2007-08 to 2012-13

Salary Expenditure as percentage of Plan Expenditure of all the states along with Delhi & Puducherry has decreased from 70.57% in 2007-08 to 68.67% in 2012-13 (Pre-Actual). There were ups and downs in Salary Expenditure as percentage of Plan Expenditure in this period. Salary Expenditure as percentage of Plan Expenditure of all the states along with Delhi & Puducherry was at the highest level i.e. 79.28% in 2010-11 during the said period. While the lowest level i.e. 64.51% Salary Expenditure as percentage of Plan Expenditure of all the states was in 2008-09.

The 10 States/UTs with highest level of Salary Expenditure as percentage of Plan Expenditure in 2012-13 are: Punjab with 288.95%; Jammu and Kashmir with 163.94%; Himachal Pradesh with 139.74%; Assam with 131.43%; West Bengal with 118.65%; Maharashtra with 110.39%; Uttarakhand with 109.71%; Manipur with 91.77%; Tripura with 87.16% and Nagaland with 83.39%. Among these top 10 states, Kerala has shown highest decline in the Salary Expenditure as percentage of Plan Expenditure during the period i.e. from 161.13% in 2007-08 to 73.18% in 2012-13 (Pre-Actual).
