Expenditure towards beneficiaries of Ex-Servicemen Contributory Health Scheme through Service/Empanelled Hospitals from 2016-17 to 2018-19

Ex-servicemen Contributory Health Scheme (ECHS) was launched with effect from 01 April 2003. The scheme aims to provide allopathic and AYUSH medicare to Ex-servicemen pensioner and their dependents through a network of ECHS Polyclinics, Service medical facilities and civil empanelled/Govt. hospitals/specified Govt. AYUSH hospitals spread across the country. The Scheme has been structured on the lines of CGHS to ensure cashless transactions, as far as possible, for the patients and is financed by the Govt. of India.

ECHS is a flagship scheme of the Ministry of Defence, Department of Ex-Servicemen Welfare. The aim of scheme is to provide quality healthcare of Ex-servicemen pensioners and their dependents.

Expenditure towards beneficiaries of ECHS through Service Hospitals /Empanelled Hospitals was Rs. 1972.92 crore in 2016-17. It has increased by 43.19% during 2017-18 above 2016-17. In absolute term the increase was Rs. 852.07 crore during 2017-18 versus 2016-17. Expenditure towards beneficiaries of ECHS through Service Hospitals /Empanelled Hospitals was Rs. 2142.49 crore during 2018-19, down by -24.16% against Rs. 2824.99 crore during 2017-18. In absolute term the decrease was Rs. 682.5 crore during 2018-19 above 2017-18.
