Nava Raipur Atal Nagar: Utility management using data

Nava Raipur has established an Integrated Command and Control Centre (ICCC) and is working across several smart city tracks including smart governance, utility management, city surveillance and connectivity, Intelligent Traffic Management System, and Integrated Building Management System.

Nava Raipur smart city project encapsulates utility management which includes Water SCADA, Electric SCADA and streetlight. This helps Nava Raipur to provide 24*7 uninterrupted supply and early restoration of the services in case of an outage event remotely and centrally. Unique proposition of the project is that all these services are integrated centrally in the state-of-the-art ICCC where the entire city’s view is available with all infrastructure and assets mapped on GIS platform. Operators can monitor the city assets over GIS, remotely control the devices and trigger the Standard Operating Procedures (SOPs) for events encountered during proactive monitoring, operations and maintenance.

Use Case 1: Monitoring of Water Quality parameters (pH, Turbidity and Chlorine level) of the water supplied to citizens at ICCC

Raw water sourced from Mahanadi River is treated at the 52 MLD Water Treatment Plant (WTP) located at Pacheda Village. Standards that are required for the safe drinking water are achieved and maintained via Water SCADA integrated smart water quality sensors at inlet and outlet of the WTP. The value of these water quality sensors is monitored at ICCC and necessary steps are taken in case if any deviation from the threshold values is noticed.

Standard Values:

Turbidity: 1 NTU

Residual Chlorine: 2 ppm

pH: 7 .0 to 8.5

 

  1. Step 1: Water quality parameters are monitored continuously at ICCC through Key Performance Indicators (KPIs):

 

  1. Step 2: An alarm is generated in the alarm window in case of high pH value:

  1. Step 3: An SOP/workflow is triggered so that the operator can take the necessary steps such as check the instrument, instruct the field operator at WTP to take necessary action etc.

 

  1. Step 4: An SMS is also generated and sent to the authority/key representative of PHE section:

  1. Step 5: An auto generated email is also triggered and sent to respective stakeholder indicating the deviation in water quality value:

  1. Step 6: An automated call is also made from ICCC to the concerned NRANVP official indicating an abnormal condition/alarm.

Use Case 2: Monitoring of occurrence of electrical fault/trip at ICCC through Circuit Breaker Trip alarm

33/11 KV substation ring main unit are fed through the redundant 33KV lines from Kohera, Nava Raipur. Distribution transformers with Ring Main units supply power to various sectors and finally to households. Key Performance Indicators (KPIs) through Electrical SCADA provide information of various parameters like voltage, current etc. of substations which help in maintaining the electrical distribution throughout the city. At ICCC, key parameters like voltage and health of circuit breakers is managed.

  1. Step 1: The electrical network is mapped through single line diagrams which are monitored at ICCC:

  1. Step 2: Circuit Breaker Trip alarm is monitored at ICCC

Step 3: An SOP/workflow is triggered so that the operator can take the necessary steps such as check the circuit breaker state, instruct the field operator to take necessary action etc.

  1. Step 5: An auto generated email is also triggered and sent to respective stakeholder indicating circuit breaker trip at the corresponding sub station

  1. Step 6: An automated call is also made from ICCC to the concerned NRANVP official indicating an abnormal condition/alarm.

 

Conclusion:

Following benefits are achieved through management of utility systems from ICCC:

  • Bringing accountability into the city administration with monitoring at CxO level through dasboards with key performance indicators.
  • Real-time assessment, planning and management of Electrical and Water system ensuring faster response time to incidents.
  • Enhanced decision making through business analytics, reporting and tools once historic data is collected.
  • Integrated ICCC acts as a single roof for reporting, monitoring and control.
  • GIS mapping of all existing infrastructures/assets for easy management and planning of new infrastructure elements.
  • Online Incident tracking and management: On viewing value of sensors, alarms or critical situations, a pre-defined SOP is triggered which is handled at every step either through the system or through the field operators. In case if necessary action is not taken within the stipulated time, escalations are also made to senior NRANVP officials via SMS/email.
  • System is scalable to cater to further needs of city in terms of utility management (electrical, water, sewerage), city surveillance, street lighting etc.

Thus, through monitoring of key parameters at ICCC, good quality of water and uninterrupted supply of electricity is assured to the citizens of Nava Raipur. With advance planning and analytics features also being implemented in the next phase, these connected utility systems will give NRANVP insights for its utility planning making the city more resilient.
