Utilization of Funds under Inclusive Education of the Disabled at Secondary Stage (IEDSS) in 2015-16

The Scheme of Inclusive Education for Disabled at Secondary Stage (IEDSS) was launched during 2009-10, replacing the earlier scheme of Integrated Education for Disabled Children (IEDC). The aim of this scheme is to enable all students with disabilities to pursue four years of secondary education in an inclusive and enabling environment, after completing eight years of elementary schooling.

The scheme covers all children studying in classes IX to XII in Government, local body and Government-aided schools, with one or more disabilities as defined under the Persons with Disabilities Act (1995) and the National Trust Act (1999). The type of disabilities range from blindness, low vision, leprosy cured, hearing impairment, loco-motor disability, mental retardation, mental illness, autism and cerebral leprosy, speech impairment, learning disabilities etc. Girls with disabilities are provided with special attention to help them gain access to secondary education, information and guidance for developing their potential. Moreover, the scheme envisages setting up model inclusive schools in every state.

The amount of funds utilized under Inclusive Education of the Disabled at Secondary Stage (IEDSS) in India was Rs. 14829.51 lakhs during 2015-16. The top 10 States/UTs in terms of the amount of funds utilized under IEDSS were: Gujarat, Maharashtra, Delhi, Kerala, Haryana, Tamil Nadu, Karnataka, Chhattisgarh, West Bengal and Rajasthan during 2015-16.

The amount of funds utilized under IEDSS in Gujarat was Rs. 4668.28 lakhs during 2015-16. It was 31.48% of the amount of funds utilized under IEDSS in India during 2015-16.The amount of funds utilized under IEDSS in Maharashtra was Rs. 2162.93 lakhs during 2015-16. It was 14.59% of the amount of funds utilized under IEDSS in India during 2015-16. The amount of funds utilized under IEDSS in Delhi was Rs. 1379.7 lakhs during 2015-16. It was 9.3% of the amount of funds utilized under IEDSS in India during 2015-16.

The amount of funds utilized under IEDSS in Kerala was Rs. 1259.08 lakhs during 2015-16. It was 8.49% of the amount of funds utilized under IEDSS in India during 2015-16. The amount of funds utilized under IEDSS in Haryana was Rs. 1004.65 lakhs during 2015-16. It was 6.77% of the amount of funds utilized under IEDSS in India during 2015-16.

These top 5 States/UTs accounted for 70.63% of the total amount of funds utilized under IEDSS in India as a whole during 2015-16.

The amount of funds utilized under IEDSS in Tamil Nadu was Rs. 777.57 lakhs during 2015-16 (5.24% of All India). The amount of funds utilized under IEDSS in Karnataka was Rs. 539.81 lakhs during 2015-16 (3.64% of All India). The amount of funds utilized under IEDSS in Chhattisgarh was Rs. 515.73 lakhs during 2015-16 (3.48% of All India). The amount of funds utilized under IEDSS in West Bengal was Rs. 459.43 lakhs during 2015-16 (3.1% of All India). The amount of funds utilized under IEDSS in Rajasthan was Rs. 359.75 lakhs during 2015-16 (2.43% of All India).

The above mentioned top 10 States/UTs accounted for 88.52% of the total amount of funds utilized under IEDSS in India as a whole during 2015-16.
