The Government of India has implemented various schemes namely National Handloom Development Programme (NHDP), Comprehensive Handloom Cluster Development Scheme (CHCDS), Handloom Weavers’ Comprehensive Welfare Scheme (HWCWS) and Yarn Supply Scheme (YSS) for the development of handlooms and welfare of handloom weavers across the country.
Under the above schemes, financial assistance is provided for raw materials, purchase of looms and accessories, design innovation, product diversification, infrastructure development, skill upgradation, marketing of handloom products and loan at concessional rates etc.
Total amount of Rs. 511.79 crore had been released in 2015-16 for the development of handlooms and welfare of handloom weavers in India. It has decreased by -5.9% to Rs. 481.58 crore during 2016-17 above 2015-16. Out of Rs. 511.79 crore released during 2015-16; fund released for NHDP, CHCDS, HWCWS and YSS was Rs. 133.96 (26.17%), Rs. 37.26 (7.28%), Rs. 18.61 (3.64%) and Rs. 321.96 (62.91%) crore respectively.
Fund released for the development of handlooms and welfare of handloom weavers across India was Rs. 391.69 crore during 2017-18, down by -18.67% against 2016-17. Out of total amount released during 2017-18; Rs. 135.05 crore (34.48%), Rs. 31.82 core (8.12%), Rs. 24.98 crore (6.38%) and Rs. 199.84 crore (51.02%) was released for NHDP, CHCDS, HWCWS and YSS respectively.
During 2018-19 (till 19th Dec 2018), fund released for the development of handlooms and welfare of handloom weavers in India was Rs. 215.12 crore; out of which Rs. 81.92 crore (38.08%), Rs. 10.22 core (4.75%), Rs. 1.62 crore (0.75%) and Rs. 121.36 crore (56.42%) was released for NHDP, CHCDS, HWCWS and YSS respectively.
