Salary Expenditure as percentage of Revenue Expenditure (net of interest payments (IP) and Pension) from 2007-08 to 2012-13

Salary Expenditure as percentage of Revenue Expenditure (net of IP and Pension) of all the states along with Delhi & Puducherry has decreased from 38.87% in 2007-08 to 37.19% in 2012-13 (Pre-Actual). There were ups and downs in Salary Expenditure as percentage of Revenue Expenditure (net of IP and Pension) in this period. Salary Expenditure as percentage of Revenue Expenditure (net of IP and Pension) of all the states along with Delhi and Puducherry was at the highest level i.e. 40.96% in 2010-11 during the said period. While the lowest level i.e. 36.40% Salary Expenditure as percentage of Revenue Expenditure (net of IP & Pension) of all the states was in 2008-09.

The 10 States/UTs with highest level of Salary Expenditure as percentage of Revenue Expenditure (net of IP and Pension) in 2012-13 are: Tripura with 58.79%; Uttarakhand with 57.55%; Manipur with 57%; Jammu and Kashmir with 56.52%; Nagaland with 56.51%; Himachal Pradesh with 55.43%; Maharashtra with 52.45%; Punjab with 52.02%; West Bengal with 49.87% and Meghalaya with 48.72%.

Among these top 10 states, Assam has shown highest decline in the Salary Expenditure as percentage of Revenue Expenditure (net of IP and Pension) during the period i.e. from 58.31% in 2007-08 to 41.84% in 2012-13 (Pre-Actual).
